Yep, seems to be common sense. This is one of the main reason I wanted to see the federal DOE done away with. Tons of funding, but always with strings attached. Those strings usually involve a lot of change for the sake of change. The next big thing, shiny new object is almost never better than the traditional way of doing things.

I’m not absolving states in unwise funding and decision making, from the state department, to the various districts, right on down to school-based decisions.

This statistic may be a bit misleading. I'm not sure if Louisiana would rank highly in reading from my experience. A lot of alcohol drinking down here. Does not pair well with reading books.

My understanding is the growth of charter schools had a lot to do with these scores.
