Correct.
An out-right nullification is going to maximize risk and will shift the entire responsibility of the consequences on the GOP.

The point here is getting people back to work sooner. Keeping people relying on themselves and each other rather than a government handout. That’s worth the political backlash.

You realize that your political games aren’t the point? Both sides will try to control narrative regardless. Doesn’t matter what actually happens; the ping pong ball goes back and forth and will continue to do so. What’s more important is getting the state and money moving again. The sooner that happens the better.

It says they MAY establish that period of time. Would be politically smart of them to punt it back to JBE until he comes up with a less restrictive plan.
