And in general positive cases today are much less sick than they were 2 months ago

No one should be alarmed or surprised at any increase in "cases." They are increasing in some places, in others not. What all this shows is what a total failure the shut down strategy was. No matter how long you shut down, the virus is going to be waiting when you emerge. One month, two, four, it doesn't matter.
The only way a shut down strategy would have made sense is if a readily available vaccine was just around the corner.

Still don’t get why we didn’t have an actual total shutdown for 2-3 weeks... theoretically wouldn’t this eradicate it?

Chile has had a total shutdown for 2 months and they now have the highest new cases per capita in the world.

If you are letting people go to the grocery and gas stations , it isn’t close to being a full lockdown, and the and policy here keeps the virus alive

The capital of Santiago which is very densely populated and has 1/3 of the country's population has had 95% of the cases.
They have been in this lockdown since May and cases have gone for less than 1000 a day to more than 5000 a day.
Lockdowns based on influenza don't work for Coronavirus.
