For some women, fashion is a hobby/interest for them. If he's thinking of spending up to 3K on a purse for her, then clearly she likes designer stuff.

My husband bought me this handbag for Christmas and I really like it. You could do a Chanel flap bag also, but it will be a little more than $3000. Best bet is probably to give her the money and let her buy her own bag.

My wife is hard core into purses, as are a few of the LLOTOT it appears. Your best bet in the $3K range are Louis Vuitton and Chanel, and your wife will love it.
For your sake, never mention the word Hermes to her. After four years, my wife was able to get her first Birkin and Kelly and omg it just escalates.
Actually, best thing to do, don't spend $3K on a purse if she doesn't have anything like that yet. Get a YSL (now called SLP - Saint Laurent Paris) clutch for $800. I'm warning you, don't cross that $1K barrier!

for 3k you can get your wife a Prada or (imo, my favorite) a Mulberry or a Dior bag. Check out bluefly and you can see a couple of designers and compare. You could possibly swing a Tod's bag too, but they're for specific tastes.
jmo I'd get her something that's not common in the US ie Mulberry. But, again, that's for specific tastes. Not everyone will like them.

For 3k at LV you could do matching purse/wallet and still be under budget. If she didn't want standard brown leather at LV they have a higher grade leather that comes in a wide variety of colors. I just had to talk my woman out of getting second LV. She already has one with LV print all over and she wanted to get a checkered one- I suggested she diversify beyond brown purse.
To OP, purse taste is very individual, you'll either be a hero or a zero. But if you're a hero she may carry the bag for 25 years.

If she's not already way up there yet, don't jump right in and get her one Chanel. My GF has a slew of bags in your price range, but that has been a progression of several years. To some extent, diving right into a 2800 dollar bag is cutting out that for her (and upping the ante on yourself).
For 3k you can get her a LV/Marc Jacobs and 2 other higher end lesser brands. Most girls I know who are obsessed with this shite still carry their 400-600 dollar bags for weeks on end, despite having 2500 dollar bags.
FWIW, as a guy, I think the best all around looking ones are the more professional Tory Burch bags. Of course, I judge based on how timeless and well constructed something appeals, which isn't how females look at things. Chanel looks the sloppiest, IMO.

I can't believe I'm getting involved with a purse thread, but I recently did some shopping for one for my wife. LV is pretty nice. I ended up buying her a Bottega Veneta hobo. That would run you up pretty close to your 3K limit.
