Maybe just a bias from being from the South. But you never know when things might come up that you're just better off hopping in a car to take care of. And day-to-day it grants much more mastery over your own schedule.
ETA: And I lived across the sound for a couple of years (mostly underway) I don't consider NW Washington all that "walkable" when it comes down to it--especially if you want to see all the NW has to offer.

I would definitely own a car in Seattle. It's really not that walkable. It is certainly not New York, Chicago, DC, etc.
Concur with the others saying Ballard. It's an awesome neighborhood for a 25 year old.

A car is definitely needed. The transit is decent enough though.
I love Capitol Hill, but the apartment complexes that are more reasonable are few and far between. She might qualify for subsidized housing in Cap Hill if she makes the right amount. Here is a link. LINK .
Ballard is fun, as is Fremont. Wallingford is nice, and I really like Alki Beach. If she isn't making a lot, there are some very cheap (extremely small) apartments in the International District.
I love Capitol Hill, but the apartment complexes that are more reasonable are few and far between. She might qualify for subsidized housing in Cap Hill if she makes the right amount. Here is a link. LINK .

She is looking in the $1200-1500 range for housing if that helps. Studio or 1 BR.

Do not recomment First Hill.

Belltown and South Lake are awesome.
A car isn't completely necessary, but I would definitely recommend one.
No recommendations on apartments, and she would be a fool to try to get one before coming to Seattle.
I moved here for work as well, and I stayed in some cheap extended stay hotel outside of town while I found a perfect apartment.

If she wants to walk to work then Belltown, South Lake Union, Lower Queen Anne. In that order. She can afford a studio or open one anywhere.

I have to agree.
I found my amazing place in Cap Hill by just walking around.
You might get lucky and rent from someone who won't jack up your rent. Before I found my place I looked at a houseboat in North Queen Anne that was only for 1000 and a massive duplex in West Seattle for 800. Both landlords expressed disdain with the housing situation here.
Finding a roommate won't be a bad idea either. It will help meeting people. Everyone here that I've met has been super nice, but they are almost always from someplace else. People talk about the Seattle Freeze occasionally, so I assume people here are fairly insular, although pretty much everyone has been nice and friendly.

I've lived in Seattle now for 20 years and the Hoods change so much..the one that has remained shite is Cap Hill. Tell her to stay away from it.

Haha I live down towards Broadway and Prospect. fricking weird. The parking on my street is hell. I said the Broadway split because I didn't expect you to know exactly what I was talking about.
