They’re loop routes. I-30 is the parent route. It doesn’t matter which direction loops go.
I-10 and I-110 don’t both go east/west

I know what beltways are, but 530 isn’t a beltway around Little Rock. Are you saying 530 connects 30? It seems like that’s your explanation, which is wrong because it doesn’t.
