Either fold the rest into the universities that have been kept, or convert them into 2-year schools.

I would convert Eunice, Shreveport, and Alec into 2 year schools, although Shreveport could also combine some of its higher level medical programs with La. Tech while still keeping its Shreveport campus.

I would merge La Tech, ULM, and Grambling. ULM campus maintains the pharmacy school.
McNeese and Nicholls become 2 year schools.
Southeastern, Northwestern, and ULL all divvy up programs they each want to specialize in. Northwestern trains teachers. Southeastern trains nurses. ULL and UNO specialize in engineering, earth sciences, and technology. The rest of the universities can fight over which get which liberal arts programs.
LSU gets to have a little bit of everything.

My two cents on a potential solution.
SINGLE GOVERNING SYSTEM
All higher education would be governed by a single system as opposed to the separate systems that exist now. Call it whatever you like, but I will call it for the purposes of this, the LA University System (LUS). Within the LUS, you would have the following:
FOUR YEAR UNIVERSITIES:
1. Louisiana State University and A&M College, Baton Rouge (Paul M. Hebert Law Center would merge with and become an arm of the main campus)
2. Louisiana State University in Shreveport (I believe the third largest metro area in the state needs a public four year program)
3. Southern University and A&M College, Baton Rouge (Southern University Law Center would merge with and become an arm of the main campus)
4. Louisiana Tech University, Ruston (UL-Monroe would merge into Louisiana Tech, and Grambling would be contracted with certain faculty, staff, and resources going to La. Tech).
5. University of New Orleans (Southern University of New Orleans would be contracted with certain faculty, staff, and resources going to UNO).
6. University of Louisiana at Lafayette
7. McNeese State University, Lake Charles
8. Northwestern State University, Natchitoches (Could potentially see an argument merging it into LSU Shreveport)
9. Southeastern LA University, Hammond
SEPARATE GRADUATE INSTITUTIONS
1. Louisiana State University Health Sciences Center New Orleans
2. Louisiana State University Health Sciences Center Shreveport
2 YEAR INSTITUTIONS & COMMUNITY COLLEGES

The problem isn't the list, it's the groups. Keep lsu-br, law, and med-no in the top group then all the rest go in the bottom group.
