Maybe ask target to page the Tahoe owner w/ color, plate, etc. That won't be cheap. 10 years ago I was talking w/ a Deputy working a nightclub and a Spanish gentleman back into my pace car (we were standing 15 ft away) started to drive away.we chased him down. Cost him a bunch $$$$
