Im walking my dog on the sidewalk in my neighborhood. My neighbors hitch is sticking out onto the side walk. I dont see it and strike my knee on it and it requires medical attention.

You dont own the sidewalk you dumbass. The city owns it as a means of egress. Secondly I didnt run into a hitch. Its a hypothetical question.
