Dumbass, who has deeper pockets, your neighbor or the city? Name them both in the suit to get as much as you can.

You can pretty much sue anybody for anything.

The right thing to do if this situation actually occurred is you suck it up and pay better attention. You knock on neighbors door and let him know his vehicle is encroaching on a public walk and he may want to move it as you just knocked your shin on it. You could also ask him/her for a band aid for your boo boo.

Both. LA is a comparative fault state. And if I’m the trier of fact I find you 95% at fault for walking into a parked car.
