L’Auberge donated an area for the substation. It’s the Gardere substation. It services the Gardere area. Can you show me where it says the Sheriffs office services the casino?
Because the city of BR Second District says they service it. BRLA.gov
Edit: I’m not saying the EBRSO will never respond, because they do have a joint venture with the BRPD for areas that border, but they aren’t the first responding agency.

Pretty sure EBRSO has a full time security detail that covers the casino. If that is the case then EBRSO would handle anything that happens there even if it’s inside the city limits since they are being paid privately for security.
