Why 4%? How is that the number?

And the Lord spake, saying, "First shalt thou force Phase Two. Then, shalt thou count to four. No more. No less. Four shalt be the number thou shalt count, and the number of the counting shall be Four. Five shalt thou not count, nor either count thou three, excepting that thou then proceed to four. Six is right out. Once the number four, being the fourth number, be reached, then, oppeneth thy Sports Arenas of New Orleans.

Seems weird to go with 4% and not 5%. Is the extra 1% really too much to handle?

Other than liking numbers on the 5s, any reason 4 is the wrong and 5 is right?

Eventually, this would mean no professional sports teams in NOLA, if allowed to go on long enough.

High school sports have already learned the lesson.

The best social distancing I have done this year (2020) has been in Tiger Stadium with 25%
It looked like 25% completely filled the lower seats and were not spread out throughout the stadium on television
Kinda defeats the purpose/intent.
