That statement was not so much a threat by Russia to shoot down planes or otherwise attack transportation. That was an effort by the Russians to paint Ukrainians as future terrorists that will use the weapons they receive to do such things.
They have already been pushing that idea a bit, painting Ukranians as terrorists, saying it is a bad idea to give them weapons.

I think the Russians planned to be in Kyiv in 2-3 days. That didn't happen, then all the logistical frick ups happened because the invasion didn't go according to plan.
Instead they find themselves outside of a major city with motivated defenders despite shelling. Assaulting Kyiv and fighting street to street is not a situation Russia wants to find themselves in. The casualty count would skyrocket for them.

I mentioned a couple of times early in the thread general modern targeting tactics are to "shoot the funny stuff first".
As an example with Russia if you see a large group of T-72s and BMP and you see a single 8 wheeled vehicle then that is likely a BTR-80 and as you mentioned it likely has a larger "egg beater" antenna on the front meaning it is a R-149BMR command and control vehicle. While your 8 year old self says take out a tank the trained warrior caste angel on your shoulder says take out the head of the snake.
Besides command and control vehicles engineering assets should be high on the target value list as well. Russia has always run very lean on engineering vehicles and they are critical to mission capability in hostile AOs.
Side note if you see a BTR-80 with what looks like a house air conditioning compressor sitting where the gun turret should be you might be fricked. They are the NBC detection recon vehicles, I forget the nomenclature.

Russia has had ERA for a LONG time. An ERA is actually losing its usefulness as rounds are available to defeat it, the "lowly" Javelin has this capability. IIRC Russia removed ERA from some of the T90s because it had no benefit against Western munitions.
The "death" of the MBT has been predicted for a long time but I think they will end up being more like the A-10 than the battleship.
