We are a silly people and the Chinese and Russians are not. No reason for China not to start lining up troops on the southeastern coast at this point.

Umm not really. They have to submit plans in order for things to get permitted. And I can promise you no pipeline is going to transport oil across a continent just to go to one freaking refinery which then will completely sell its refined products in a totally different continent
