Approved Budget and Spent are two different things. Imagine that NOLA left $100's of millions on the table for post Katrina recovery by not spending it.

As far as Pelosi's visit. I see this also as a sign to India who HATES China. Why is no one mentioning that possibility? I am far from being a Pelosi fan but credit given when earned.

Brah, you are suggesting in this case that if China went to war over Taiwan, which would cause a massive international situation, that the Chinese would also open up another front directly on their border? Do you understand how nonsensical that position is? Please don't respond with some of your fantasy role-playing. Just acknowledge that opening another front for no reason is not typical geopolitical behavior.

There is no case in which India will take the initiative. You keep mentioning BRI, but you don't understand it in South Asia. India itself acknowledged that a politically and financially stable Pakistan serves its own interest. Thirdly, their rivalry has not limited Chinese investment, and indeed, India has a website dedicated specifically for state-approved investment projects for Chinese firms, and that doesn't include Chinese investment in startups. Indeed, the Indians welcomed the BCIM corridor in 2013 until the BCIM corridor was folded into the BRI project.

You don't understand the geopolitics at all and you just assume these countries have immutable characteristics or something. It would take a politician of extraordinary skill to convince the Indian population at-large of the need to take an initiative with China. What's more likely is Indian and Chinese competition abroad in terms of investments, as India has finally started to fund investments abroad to counteract the Chinese.

Lol, I've forgotten more about South Asian geopolitics than you'll ever know. Your only argument amounts to 'just because.' It's far more likely that you'll see Pakistani-Indian rapprochement than you will see an open massive war between China and India as part of a larger engagement between the US and China. Typically, you invent whatever reasons you want and then ignore the meaningful details.
