Approved Budget and Spent are two different things. Imagine that NOLA left $100's of millions on the table for post Katrina recovery by not spending it.
As far as Pelosi's visit. I see this also as a sign to India who HATES China. Why is no one mentioning that possibility? I am far from being a Pelosi fan but credit given when earned.

You don't understand the geopolitics at all and you just assume these countries have immutable characteristics or something. It would take a politician of extraordinary skill to convince the Indian population at-large of the need to take an initiative with China. What's more likely is Indian and Chinese competition abroad in terms of investments, as India has finally started to fund investments abroad to counteract the Chinese.

Lol, I've forgotten more about South Asian geopolitics than you'll ever know. Your only argument amounts to 'just because.' It's far more likely that you'll see Pakistani-Indian rapprochement than you will see an open massive war between China and India as part of a larger engagement between the US and China. Typically, you invent whatever reasons you want and then ignore the meaningful details.
