If that was the case the blank would have been out of round (bowed). I would say that is impossible not to catch since I am guessing the units are centimeters but we are talking about Russian manufacturing.

If it was "just" bored off center it would indicate the chuck was screwed up and the jaws weren't centering the workpiece. Again easy to notice visually that far off.

Per a friend who managed a Baker Hughes rental tool location in Russia, it some rot gut stuff with a liter down before work and one during working hours to maintain. Fuel grade more than drinking grade

From what we've seen so far I'd guess it's more of a logistical issue. It takes a shitload of fuel to power an armored blitzkrieg and after what we've seen so far I'm not even sure the Russians possess the organizational skills tbh.

Man they have come a LONG way since January. Makes you wonder if we don’t have some folks on the ground there specifically working this shift with some form of guarantees. This shift is very important if for nothing else but potential for O&G and Uranium in a potential post-Russia future in the west for energy. Same with their neighbors.
