Doesn't this just to speak to the overall neglect given to our infrastructure?
The spillway failure could be due to a lack of inspection and preventive maintenance.
It seems to me that the emergency spillway should have been built with some type of concrete apron to prevent scour occurring right at the dam(n) wall. It wouldn't have had to extend as far as the original spillway.

Hey... at least we are getting a high-speed rail that nobody will ride and takes you to the middle of nowhere. And it significantly over budget already.

my guess is that California has been marred with such a long drought, the last thing inspectors would think would happen is the auxiliary spillway would fail, or even be challenged.
They probably didn't think the water levels would ever get back up to that point. More than likely half assed their routine inspections.

assumption is the pressure decreases on the earthenworks as the waterflow decreases
but the damage may already be done,,just time as the earth give away

At 100k cubic feet per second that's roughly 1/6 the flow of the Mississippi River. Hell of a lot of water going somewhere really fast.

I got the idea that the failure was occurring (if looking upstream from below the auxiliary structure) to the left of the auxiliary structure there is an earthen embankment and parking lot area and they were concerned it was going to cut through the earthen embankment around the end of the structure and then would erode out about 30 vertical feet down and bypass and undercut the structure causing it to fail.
