That's a fairly easy fix. You just cut scuppers into the road at the curb to let the water get into the storm drain.
That should be a nice little $10M gravy job for SOMEONE'S crony.

LOL, good old New Orleans. I was living there when the May 8, 1995 flood happened. Wasn't there supposed to have been a bunch of improvements done after that?
