This may sound hard to believe for some people, but there was a time when Louisiana was actually one of the more progressive, forward-thinking, intelligent, successful states.
The Causeway and the second span of the CCC / Westbank Expressway are both examples of how things can be done when you have competence - something sorely lacking today.
Heck, look at the build-out of East Jefferson from Causeway towards Kenner. Very well built, rationally thought out neighborhoods, roads, canals, etc. Look at old pics from the 50s and you can see where they built the major roads first, then built neighborhoods, infrastructure, etc.

La. can’t get enough money to finish the eight mile stretch from Leeville to Golden Meadow.
Long term goal is a Hwy from Hwy 90 to Port Fourchon.
Can’t see that ever happening.

I remember when there was a huge bruhaha over JP cops not paying the toll on the Causeway. Harry Lee said that his officers should not have to pay the toll, and instructed them to basically drive by the toll booths.
The Causeway commission wasn't having any of that, and told Lee that if his officers attempted to bypass the tolls without paying, the Causeway Police would pull them over and issue a citation.
Lee responded with something like "If any Causeway cop pulls over one of my officers, I'll have them arrested for impersonating a police officer."
