Lake Charles people what is that random parking garage for?

Every time I pass it I wonder what that old abandoned parking garage use to serve? Was it the beach or a casino?

Over the past 5-10 years the city has been trying to sell that strip of property to be developed into shopping/eating etc.. and there are been a couple of suitors. Nothing has panned out yet because of financing issues. The city had the idea that the new business would use it for parking.
