I’ve deplaned with checked bags stowed and they weren’t removed.

I flew about two weeks after 9/11 from Nawlins to Chicago. There was a couple middle eastern guys up front. One went to a bathroom everyone was watching that door , them black guy sitting next to me said frick this... he’s taking too long. He goes bangs on the door tells to come out. I thought the black was gonna at least go in act like had to use it. Nope soon as the middle eastern guy came out , the black guy sit back down

As a guy that used to throw bags for a living, they're SUPPOSED to remove her checked luggage when she gets off. As a guy that used to throw bags for a living, I can also tell you it doesn't always happen.

Just to pile on here, as a guy currently trying to get hired as a pilot at a major airline and doing interview study. There is a pretty standard interview question for pilot candidates along the lines of "Someone in a burqa/hijab is in the back praying/acting weird/making the flight attendants and other passengers nervous prior to departure. WWYD?" The generally accepted response seems to be to mitigate the situation with minimal PR/social media impact to the company. Not that that makes anyone any safer. 777Tiger might have some good insight here.

Plenty of people will go to the bathroom on the plane as others board.
Lots will also put two carry on items in the overhead. How would one know if someone left something on the plane?

A lot of times the people on the ground have no idea who is getting off, so to speak.
They're just told to find a bag with a certain tag on it. I worked smaller operations(Monroe, Shreveport, Baton Rouge). The difficulty finding the right bag increases with the size of the airplane, along with how close to departure time all of this goes down.

ETA: We're dealing with bureaucracy laden regulations enforced by high school dropouts here. It's far from a catch all.
