Poor comparison. You should be using for comparison BR/NO LEAP testing averages from schools where these voucher student would likely be attending.

If they are going to accept state voucher money, they should be held to the same standards as public schools, imo.

I don’t disagree with you, but it’s a fact some schools suck and some don’t.
