Its like the idiots on gunbroker that keep bidding in the last second dragging it out another 15 minutes. Had a guy do this for 4 hours once.

Could you file for a restraining order on some sort of online harassment accusation like a week prior to prevent the comments until a hearing?
It may not be a winning case but maybe catch a temporary approval until a real court date throws it out

Had this happen years ago when I was still in construction. Our owner had connections with concrete suppliers. He politely told the other company if they did it again they wouldn’t get concrete anymore in the parish. They did it again. And they didn’t get concrete again until the next 30 day period expired and the permit went through.
You cannot put a value on developing relationships with your suppliers and customers. You never know when you might need a favor.

My specialty is water, so I may be off here. But if your consultant addressed the comments with additional information, and that information was included in the revised draft. You should be good to go once it comes off public notice again. DEQ hates this, but if there are further delays after it comes of public notice, contact the Assistant Secretary who is over Permitting.
Occasionally a permit will go: draft to public notice, public comment, DEQ will request additional info, receive additional info, send a revised draft to public notice, and THEN it can be finalized.
If a permit has to go to public notice a 3rd time, someone really f-ed up.
I bet your opposition is bluffing with being "connected".
