A lot of times they're being sponsored by the places they go. I know 2 girls that do this basically for a living. Their job is to get free trips given to them for being hot and they have to post about their locations a certain amount of times.
Tourism bureaus have started paying hot chicks to do this even. It used to just be resorts and such.
ETA:
For the record, they get trips paid for completely, but don't get much income other than that.
