Serious question:
What kind of family relations did he even have? He wasn't married. He spent A LOT of the last few years of his life in and out of prisons and halfway houses. His job was to sell CDs (allegedly) outside of a liquor store in the middle of the night.

Makes me sick when I see this taking place. I just buried my Uncle last weekend and his wife and kids are pinching penny's trying to pay the light bill.

I am sort of confused, and I hope one of the legal professionals on here can help a young mind just beginning his legal career out. Why, even if it was determined that the police did wrong, would it be a federal government issue to bring charges? Is it on a Constiutional basis? Because any murder or manslaughter charges would come from the state, not the federal government. If the Feds were going to bring charges, what type of charge would they be?
ETA: I guess, after doing more research, it would be charges regarding violations of civil rights.
