You should go over and try talking to your neighbor. Could be a simple misunderstanding. Maybe your neighbor is a musician on the verge of making it big. Or maybe your neighbor is slowly going deaf. Hell, maybe a combination of the two. In any event, you might surprise yourself. What if your neighbor turned out to be an attractive African-American female who you need to lean on for support down the road as you begin your own ascent to stardom.

I had a neighbor do this once. I called the office manager and they said they were going over there to tell them to turn it down. Before they got there I went and knocked on the door and a fat black chick opened the door. I said "can you turn down your music" and she nodded her head once while singing her rap lyric and then slammed the door. Manger was there shortly later and the music was still loud. There was a little shouting and the music stopped for good. I never had a loud music issue with her again.

My neighbor called 911 on me once because my floor creaks. I was washing dishes and putting away groceries for 5 minutes. Was pretty crazy. It was the 5th time she had complained to me. I hear a knock on the door and open it to "So, I just called 911." Anyway, they told her they couldnt do shite about creaky floors 
This bitch is psycho though and blames me for my neighbor who had a job at like 5 am and would stomp down the stairs. Blamed me for any noise at the complex, which is wild because Im not really around much. One time I was in North Carolina and she texted me bitching about my noise

I don't miss apartment living.
Once some girl came and knocked on my door for being loud.
When I told her that I was just laying in bed and studying she rolled her eyes and left.
I'm pretty sure the materials in a lot of apartments carry the sound through enough that any little noise sounds annoying to your neighbors if they don't have a TV or radio on to drown it out.

Yea, and its especially true in older buildings. This is why I always have my oscillating fan running for background white noise. Dont really understand people who dont get this is a necessary part of apartment living.
I also think you can mistake the sound of the person above and one over for the sound of the person above you

Somebody called the office on me when I lived in Southgate because my dog jumped in the pond and ate a koi fish. I would've preferred a note under my door. So beta

CSB: I had a guy living in the apartment above me Jackson years ago. Never saw him, but called him elephant man because he shook the building when he walked. On the day I was going to complain, cops showed up and arrested his arse. Turns out he was the guy who robbed banks and used his bike to escape.
