I know nothing of him so I will reserve judgment, all though I’ve heard he is a good guy and think his story is too crazy to make up so it’s leading me to think it’s true

They can.
The charge he carries by Cook county laws include stipulations that the offendee has to pay for all incurred expenses from the state, county and municipality.
So, to shorten it up.
A guy wants more money and decides to get victim notoriety. Hires acquaintances to set up a hate crime, after a note he cut out of magazine letters like a 80's movie failed to gain attention. His plan fails and now instead of the raise, he will likely be blacklisted, serve a little time and go bankrupt.
Sucks.
He can't live like a cake eater no more.

Man, even the far left people on TV are really upset by this.
The black lady on GMA (not Robin) who is also on The View seemed disgusted by it.
I don't think he'll be in their good graces again unless he has some big public apology press conference and takes a couple years off.
