How many cops does it take to tape a handcuffed mans mouth shut??

I feel like there'd be a less haphazard way of silencing noisy defendants than just duct tape . I'd imagine that you have people with mental health issues who simply can't control themselves and also in general assholes who don't care to in court regularly enough to have a more permanent procedure.
