Location, location, location.

On a major interstate.
An hour from Memphis
A half hour from a major college town
and most importantly, corrupt local law enforcement that will look the other way if the price is right.

Decatur, MS. Small town but where lots of drugs flow through.

Years ago they busted the sheriff because he was protecting the drug kingpin, who was a family member.

2) Sounds like a good premise/setting for True Detective Season 3.

3) people on here are stupid and watch too much Law and Order/CSI, etc...they have been bitching about how corrupt(they may be) and incompetent(again, they may be) local law enforcement is. But this is not TV. shite doesn't get solved and wrapped up in a tidy bow in 46 minutes. If they got this dude in a year, that's nice work. In the real world.

I don't know anything about the Northeast exchange student.

He stabbed to death a 34 year old Chinese exchange student. This guy gets the death penalty in two states. I say let Mississippi have him. He'll die at Parchman, hopefully sooner than later.

If I read correctly, he received 2 more sentences after being released from Parchman and didn't serve much of those either.

To be somewhat fair, from what I read he hasn't been charged for this (yet). Not that I'd be surprised.
