Certainly is a flag under it, maybe the views I have seen just haven't shown the flag.
If written in Arabic likely no one knew what it said, although they surely had all the context clues they needed.

I believe terrorist acts are investigated by the Feds and triggers certain bureaucratic protocols. State Police likely wanted to avoid calling it terror so they can maintain jurisdiction

Thank God the playoff game is the late one today. I don’t think the city could handle this incident plus staffing the 11AM game had that occurred. Not that football matters compared to this, but resources would’ve been stretched incredibly thin.
