Absolutely true. I'm on a team working on this to be in compliance. Yes, it was delayed for a few years but it's 100% coming and within the next 3 years.

I think the point was Clear is voluntary now. Miami is going to make this technology the standard for all passengers.

I mean I'm was on a project where this was being implemented at a Twic facility. Its been delayed until 2023 but here it is

You would be wrong, it's already coming. Our site has already begun installing all the fiber cables and scanners.

You said all TWIC work sites.
That would not be all TWIC worksites as I read it.
Probably would include LOOP. Probably would not include several deepwater facilities that have integrated TWIC as part of their safety plan because it was much simpler (and cheaper) to implement than many other.
But I may be misreading it.

It was being implemented at one of the refineries I was at it did say in the write up it was for higher risk facilities admittedly I don't know what constitutes that higher risk

We just put in the readers at the heliport I fly out of. Our facility is considered a high risk facility by definition, which is related to BOEG for offshore production facilities.
I'm probably just in denial that we will have to have one more thing we have to deal with
