Not defending Nola but I wanted to point out something.

You keep referring to Nola citizens as they and them yet NOLA is one of your locations on TD:

Possbly one who works a late shift at a hotel and can only afford to park in the garage on Rampart.

She probably can't afford to take an Uber from her job to her car.

It's not always 100% wrong to put some of the blame on the victim. We live in a rough world, and you have to take steps to protect yourself and lower the risk of being the victim of a violent crime. It takes a certain amount of intelligence to survive, as a previous poster stated.

I'm a guy, and I wouldn't feel totally safe walking around the French Quarter by myself in the middle of the night.

If the woman had no choice but to be out, then that's a different story.
