One that makes perfect sense. He is saying that you blame the victim (Israel) for being attacked, so perhaps you would blame the victim (a raped woman) for the rape.

You're right in regards to some of his more recent books.
From Beirut to Jerusalem is one of the better books written on the subject. Pretty much everyone of note agrees on it. He actually spent years there, living and working. Between both cities.
