No. It's dry and wipes off like a powder. You can kinda see where I ran my fingers across it and wiped some of it away

Spray it with a little bleach water. Dry & spray with kiltz. Good to geauxx

Maybe your a/c is sweating and then drying by the time you get to it?

Look like mold. That that your air intake? Looks like your pan might have a leak.

Just clean it up and paint over it.

It's a vent for an old attic fan that isn't operational. The mold, or whatever it is, is on both sides. I just took a pic of the worst side

I recently bought some kilz primer from Amazon for about $19 due to mold above my shower on the drywall. They say that does the trick
