A tree can suck up a lot of water. We keep removing trees and putting concrete in its place

A lot of other flooding yes, like Laplace did a few years back, but I don't think the 2016 flood was. We had like a week of heavy rain before and then the storm just sat there. The high roads cause a problem too, in-land levees. For the most part, I think this is the consensus though.

So what is the alternative? Take away an individual's property rights to build apartments/houses/condos?

Mitigation. Make new construction have no net impact on drainage. That can be through higher permit fees to allow for expansion of drainage systems, it can be through requiring more green space, etc. For larger developments, we could require the use of retention ponds.

All I know, something needs to be done. IMO infrastructure in general should be one of the top priorities for people and government.

Instead of wasting time arguing about whether or not it should be illegal for a woman to have an abortion or fighting over reasons why sports gambling should be legal (\whether or not I agree with someone's actions is one thing, but I think people should be able to make these decisions on their own. Its a waste of time to argue about it, use resources to enforce these actions people will do no matter what, etc).

Agree with you both. Luckily, decisions like you are talking about are almost ALWAYS made locally. I would argue that your local councilman has more influence on your day to day life than the president does.

Being active in local government is the answer

Stormwater run off and water sheds are well known subjects. Without gauging your impact on building an apartments/houses/condos and paying for the development of infrastructure to handle the load, you really aren't playing the property rights game correctly. It gets effed up when governments own all the waterways. Private land against public waterways and roads. hybrid systems will fail like they are doing.

Yes. Concrete doesn't absorb water - it runs off directly and pushes directly into the drainage system. That's why new developments usually require overflow ponds.

That being said, Louisiana has done precisely dick about cleaning up/dredging the secondary and tertiary waterways since the 2016 flood. That isn't helping.

And I don't expect them to do dick until the worst possible outcome happens.. And in that case, it will be too late.
