Is mandatory self-quarantine and 2 weeks of vacation extreme?

My wife just found out that if they travel out of state, non work related, they must self-quarantine for 2 weeks. They must also use vacation when doing this 2 week quarantine.
They listed a lot of preventative measures, but this one really stuck out to me.
FYI, she does not travel for work
How excessive is this?

Well it seems particularly stupid considering the virus is everywhere and these territorial limits are dumb unless you're talking about Europe or Asia

So, you're saying if en employees job (actual position) requires them to travel out of state, they have to take 2 weeks vacation after? That's bullshite!

Our company (and a lot of others) have mandatory 14 days off work/self-quarantine for international travel. We haven't done this just for out of state travel yet. Not sure that really makes sense at this point. Maybe after any air travel I could see if the argument is that you come in contact with international travelers in airports and on planes.
I don't know, companies and everyone are just doing the best they can right now. Some of it will be rational and some of it will seem irrational. Hopefully a couple weeks from now there will be more understanding and plans more carefully tailored to be effective but not over reactive.
ETA: also if your position allows work from home then you stay on regular payroll. If not, then yes you do have to use PTO/vacation. I work for a hotel company where revenues have fallen off a cliff so it may seem harsh to force people to use PTO or go unpaid, but depending on how long this goes this hotel company will be in pure survival mode to stay in business/solvent anyway so there isn't a lot they can do. We are furloughing many workers indefinitely anyway because there is not work in the hotels so the quarantine after travel things is just a blip in the grand scheme of what's going on in our company.

ETA I see she’s a teacher. That explains it. Their hands are probably tied because of contract bullshite. Although aren’t schools closing across America,??

What does whether or not it's work related have to do with it? And yes, this is a bit on the excessive side. She doesn't have to travel out of state to potentially be in contact with it. She could simply go to Orleans or Jefferson Parish and still potentially come in contact with the virus.
