I don't know about that, even a 3 year old can learn that there is big punishment for acting up in public. Personally I let my kids get away with a lot more at home than in public.
My kids often get upset because they get in trouble for doing things they see other children doing in public, for example running around the fricking dinner table at a restaurant. You do that, you're getting your arse wore out when we get home. Even my toddlers knew that, thus never had an issue .

i have two little boys and well when they'll need their arse whipped, it will happen right when they screw up. I wont wait til I get home because they'll never learn that way. My dad did the same to me and I promise you he didn't worry about what those thought about it.

I don't know what the OT says, but I say spare the rod and spoil the child. Some kids need their behind tanned in public to curb dangerous or rotten behavior. I will take that over truly trashy behavior of enabling little shite ball to yell, scream, throw temper tantrums, misbehave and run wild in stores while parent(s) looks on like a helpless little lamb.
That turns my stomach. Spanking a child when they're misbehaving does not. True child abuse is allowing that kid to misbehave in public without a serious consequence that the child can understand and want to avoid in the future at all cost. Society will eventually have to deal with that little shite when he/she grows up.

shite I got paddled at school with less than 5 minutes left of my last day senior year. Hosed the VP down with a water gun, it was worth it.
