Is it rude to tell a neighbor You're tired of picking up their stuff?

You're tired of picking up their shite?
My across the cul de sac neighbor can't seem to keep their trash and recycling in their cans. Every week I'm picking shite up in my yard. This has been the case ever since I moved in. They also leave their cans at the road for weeks on end. How do I tactfully tell them to keep their shite in their cans.
Other than banging his wife.

This is surely the best way to handle the situation and will certainly result in a stronger friendship with said neighbor with zero chance of an escalation to a future ID episode of "Neighbor from Hell".

Just figure out the root cause and figure out the solution. "Hey man, I figured out the trash problem" followed by a way to solve it. Force him in a neighborly way to accept that there is a problem without asking and bring the cure with you. Most men will take it from there.

As someone who has dealt with a terrible neighbor who was clinically insane, I recommend that you do NOT escalate things and be super careful while walking this fine line. You never know someone's true colors until they are insulted. However you tell them, choose your words and your tone very carefully.

Put the trash in your hand or in a bag and walk over. Ask them how they are doing (casual conversation) but eventually bring up you have a problem with trash. Ask if they have the same problem, but stay cool with your attitude. But first, be sure they are at fault.

Many places there are ordinances in effect prohibiting leaving the trash cans out permanently. If there’s one where you are report them and let the city or whatever deal with it.

I have the same exact problem. I've spoken to them about it but they don't care.
They leave their garbage cans by the road 24/7. The wind blows them over and their trash winds up in my yard.
BTW, they're horrible people.
