I think you should just buy a box of small milk bones next time you are at Walmart. Fill your pockets up everytime you go to leave your house.
Also leave some in your car for when you pull up in YOUR driveway

Its ok to kick any dog that attacks you. If the dog is just annoying, thats not the dogs fault, its the owners. Take it up with him

I've thrown frozen deer sausage over my neighbors fence to shut his up before, with halepenos and cheese.

I used to spray my neighbors dog with the water hose. My neighbor didnt see and if he did, i didnt care.
