Is it illegal in Louisiana to secretly record people

Say at a HOA meeting, a tailgate, or out on the golf course, is it illegal to record a person or group of people without their consent?

I feel like a year ago some kid was busted secretly recording some jefferson parish officials talking at a coffee shop and was arrested. David Vitter was somehow tied to this.

The way the law reads, it appears permissible if 1 party to the conversation consents. So, if I sit on a park bench and use a disguised parabolic mic? Probably not allowed.
But, I can record my telephone and in-person conversations or those of someone who contracts me to do so and/or consents, without notifying/getting consent of the other involved parties.

As long as one person consents to the recording, then it is allowed. So you can record your conversation with someone if you consent. However, if you are not involved in the conversation and record it, then you could get into trouble.

as long as one person is present, it's legal. Bugging a place and coming back to retrieve the bug is illegal unless you have a wire tap order. You can say, wear a recording device while at a meeting though.

If you are one of the parties to the conversation, it is legal. How that applies to the circumstances you mention is a gray area that depends on the level of involvement.

Kind of what I thought. A guy at work was just discussing how another adult recorded a group of adults without notifying them of the recording.
