Is everyone buying their cars in Texas now or are most of these paper plates fake?

I'm seeing a ton of cars that look like they likely don't have insurance often have paper Texas plates. I've noticed others were the plate doesn't match up. (The make and year are wrong)
Had anyone else noticed the rise in paper Texas plates?

Cops are enforcing traffic laws about 5% as much as they did 10-15 years ago.
I legit have not seen a cop on a traffic stop in the city in months and there are expired plates, inspection stickers, idiots weaving in and out of traffic and running lights like MAD these days.

Bought a car in Miss 2 yrs ago. Dealer told me they don't issue temp plates. Drove around with no plate and no inspection sticker for like 6 weeks waiting on my Louisiana plate.

There’s no vetting process in Texas. Anyone can claim they have a used car dealership in Texas, then “register” with the DMV.
Often these dealerships are nonexistent, but they are allowed to print official temporary tags.
Bogus dealerships, owners, and addresses are printing legit paper tags, but those also have bogus VINs and owners.
The few they’ve shut down were printing several thousand fake tags a month.

it took me a full 20 seconds to figure out that you weren't talking about disposable plates that you use at picnics

Currently, there's a huge backlog in the system. I purchased a car in late May. Still don't have plates. Dealer issued me a new paper tag good through September.

LA DMV is taking forever for my plate. My temp expired yesterday. Dealer emailed me a new one to hold me over. I didnt even put it on and probably won't. Got the email on my phone. frick it

There was a sting in my city to stop these criminals with temp tags. It was called Operation Infiniti
Not a joke... Well maybe it was with the police doing it but they excecut d the plan and busted several people including some driving Infiniti's
