The RoE has always been not to fire unless fired upon.

How I would handle it... I would announce to the whole god damned world that if you come within 400 yards of a US navy vessel, YOU WILL BE SUNK.
The US motherfricking Navy doesn’t have to take shite from anyone. Ever. And it shouldn’t.
So Iran is trying to provoke them. So what? Sink them. What are they going to do? Bite our ankles to death? frick them.
If anyone complains, they were warned. Simple as that. Should be an iron clad rule.

It's natural to have a bias against an inferior opponent, like the Iranians. But we should always remind ourselves, just because they have more limited means, doesn't mean they're not clever.
And clever people have been finding ways to defeat superior forces since the dawn of man.
