For some reason a bunch of people on here always conflate New Orleans black folks with Atlanta black folks. Atlanta doesn't have the same brain drain as New Orleans. Atlanta is the number one destination for young black professionals in the country. Young black professionals from New Orleans relocate to places like Atlanta for work, which creates the brain drain.
So many black folks from Atlanta aren't actually from the area. Black folks in New Orleans are way more likely to be 3rd or 4th or 8th generation New Orleans. Atlanta still has its hoods, just like any city. But if you go out to some places in south Fulton or Dekalb, you can feel like that John Travolta movie where the white people are poor and the black folks have the nice things.

You are right. I grew up in NOLA metro, lived in NOLA and lived in the suburbs of Atlanta for 7 years and my experience comports with your description.

To be clear, there still aren't any nice parts of Atlanta that are predominantly black, but it's definitely true that Atlanta has an interspersed black middle (sometimes upper middle) class, including in nice areas. Something New Orleans doesn't really have and which is foreign to the rest of the country.

Every public school in the area ranks in the mid 20s in the state for public schools at the grade level...thats in the top 10% of schools in Georgia which is about middle of the pack in the nation as a state....the schools in the highlands would probably be in the top 25% of public schools in the nation.

The last one is the correct answer, if it happens at all it is extremely rare. Virginia Highlands is one of the nicest neighborhoods in the United States and the western world for fricks sake. It ain't cheap but it is about as far from some dystopian inner city right winged fantasy world as there is in existence....here's a shocking fact - young women can and do walk alone in the wee hours of the morning in the highlands without any concern. This could be because all the bums are fast asleep after masturbating everywhere but its mostly because there is almost no crime in the area....

I would bet that number is increasing, the black population that is shrinking are low income black folks who can't afford to live ITP any longer.
