Rapides parish does it perfectly. They have a medium 'tier' of workers, not regular inmates but not quite 'trustee's. They are put on one of a dozen or so work crews of 8-10 guys with one armed officer as the guard. They weed eat the parks, highways, city buildings and pick up litter at each too. They also do a lot of work at the air base out there that the soldiers don't do, like raking leaves and cutting grass. In return for working every day, they get much better food, probably on the quality level of a low rent Piccadilly. They also get longer visiting hours and get to go in the yard pretty much anytime they're off work. They can also purchase cigarettes and dip through the commissary. It's a trade off and when incarcerated, anything to get you out of those walls and out of your head is a blessing. IF you violate any major rules or refuse to go to work, they kick you out the camp and you go back to general population in a dorm with 60 other inmates 24 hours a day and have to fight to get your food tray. It's win-win. I don't know why BR doesn't start a program like that. It's run perfectly in Alexandria.
Sounds nice. Kind of makes me want to go out and commit a crime.

I saw them around the Capital building weeding, and mowing grass. They were wearing green jump suits.

Lafourche Parish has a work release enter. A lot of those guys go to work during the day and go to jail at night. My sister in law has several working on workboats. Also, most of the garbage truck guys are on work release.

That said, you can’t force them to work
Actually, you can. 13th Amendment expressly allows for involuntary servitude "...as a punishment for crime whereof the party shall have been duly convicted..."
Hence, being sentenced to a period of hard labor.

In North Carolina these jobs are contracted out to landscape companies. At least on DOT roads. There were complaints prison workers were taking jobs away from hard working americans.

Not in Arkansas you don't. We use taxpayer money to hire Mexicans to do it.

Harry Lee did it in the 90's, the interstate was never cleaner...

I think your focus is LA but we see it here in the Panhandle of Florida regularly

Once you figure in cost of deputies, equipment, insurance, etc it’s cheaper to hire a private company
But it does make people feel good to see inmates do it

Most of the highway litter patrols are community service for misdemeanors.
State inmates clean up LSU after football games, empty trash and mow the grass at the capitol and other state buildings. They are usually our really early. Probably why you don’t see them.

getting out to do some work is considered a privilege when incarcerated
This is true. Read the book Cain's Redemption.

If you're doing time, you strive to be in a situation like this one. Yeah, it's hot and dirty work, but being out in public and seeing the pretty girls driving to work and also getting to drink real coffee is paradise after you've been locked in a dorm with 79 of the trashiest people you've ever laid eyes upon for 23.5 hours a day.
At least, that's what my friend said...

Inmate privilege. We took the hard labor out of hard labor so that we wouldnt oppress anyones feelings.

The people in power don’t want to use the resources. They just wanna let things stay the same.
I agree. The highways and public areas should be spotless given how many people are locked up in Louisiana. I used to work for the state in Br and where I worked, inmates from Jackson came everyday to work as janitors. Take the trash out, clean up etc.
