First off, I wish I had the money and time to do nothing all day but film buildings. Must be nice.
Second, what is happening in these buildings (or who do these public servants think they are) that somehow filming the building or them is the height of outrage for them. How dare a person take a picture of our building!

I was giving the officer the benefit of the doubt. I absolutely know what ignorant means, and I do not find it as a derogatory term, which is why I chose the word.
When asked to articulate facts about the crime committed, the officer said that the videographer looked suspicious.
Well, that's not how it works. Being suspicious isn't a crime. So, the officer was either ignorant of the law, didn't give a frick about the guy's constitutional rights in general, or didn't give a frick about the guy's constitutional rights when weighed against the well being of himself and fellow officers in the BR area.
I chose the ignorant of the law one, bc it seems to be the most respectful label for the actions of a guy with a tough arse job.

This is stupid. Its not illegal to take video of a federal building. But sitting on the road doing so with the intent of getting a response in a post 9/11 world you are going to raise suspicion. Asking for identification when you are acting suspicious is not placing someone under arrest. In Louisiana you are required to identify yourself to police. You can be arrested if you refuse to identify yourself.

Pretty sure the courts have tackled this issue and the answer was no.

there a lot of things that are illegal to film or photograph, may not get you locked up(depending on your reaction,) but people in charge of securing whatever they are, certainly have the right to question you and make you stop, and I'm the type of guy that hates too many rules and regs, but you kind of have to have a little common sense about it

One thing is for sure, he is lucky he is white. Had a black man tried to illicit a response, that camera would have looked suspiscously like a gun and someone would have been quick on the trigger.

No, the courts have held that public photography is not reasonable suspicion and that anything you can see with your eyes from a public place is fair game. Google earth takes the same pictures and you don’t see cops pulling them over for suspicious activity.
