Maybe Salt Lake City? Other cities would benefit from those residents moving in, I wouldn't pick a city like Detroit because the residents would move somewhere else and just make it another Detroit.

What does that have to do with production? Besides, if I went through every single city in the southeast and added all of the significant people up it would smoke that list.

Detroit makes sense financially. Destroy the automaker infrastructure and they likely move to the south (friendlier taxes/more anti-union) rather than rebuild in the city.

Nah, I get it. It's a dying rustbelt industrial town that's lost about 60% of it's population. There aren't that many people left to scatter, just rusting relics of a few decades ago. Average household income is about 30k, nothing for people to do if they did live there.
