I would want to be a multi billionaire for different reasons than most..

The ability to screw with people on a large scale would be tempting.
In the case of the new freaky people autonomous zone I would show them the problem by offering the Mongols or Bandidos a large suitcase of money solely for the purpose of taking over the zone. Imagine thousands of bikers coming in and deciding that was now THEIR nation.

I would also tell said gang that for every statue or monument the Black Lives Matters folks takes down in the name of it being loosely tied to something with slavery, that I'd pay them a bonus to go take down a monument of something that they cherish. And for them to make an official public message declaring that.

If I was a billionaire, I'd definitely budget plenty of "f you" money for lawsuits, investigators, bribes, etc. to punish folks who annoy me.
