I thought weather modification was a conspiracy theory.

I feel like I remember a few years back or so TD members posting weather modification threads and getting bashed by self proclaimed smart guys.
But anyway, according to this video 10-15% of the California mountain snowpack is due to manmade weather modification. Furthermore they are making it rain in Dubai.

The conditions have to be right. Apparently California seeds clouds in the mountains when the clouds make the optimal formations for seeding. Those conditions occur during the winter.
The right conditions apparently don't occur over Lake Mead.

Yeah, I vaguely remember her. There was another guy on the PT board that would post about chemtrails often. Unfortunately I believe he took his own life. Apparently he was pretty troubled guy but seemed like a nice guy through his post. Pretty sad.

Is this not a water rights issue like Colorado River flow and usage etc? Are they stealing moisture from states to their east?
