I'm pretty sure legally there has to be at least one S. It's just like McDonald's monopoly, one of the two of Park Place/Boardwalk are super common and the other is incredibly rare. You are correct on the reason they do it though.

The McDonald's monopoly game was rigged for years. The security guy who was trusted to guard them was stealing the pieces and giving them to friends. Was an absolutely massive story that got broken on 9/11/01 or the day after. So you can see why most never remember it.
