Just had this happen to me this morning. Car in front of me stopped 2 car lengths short of a red light with nobody in front of her. I've only seen this with LA drivers

People don't seem to realize that the purpose of an on ramp is for you to get up to speed with the existing traffic. Then merge at the same speed as everyone else.
That also means that oncoming traffic shouldn't slow down to let the stopped car in.
Its the responsibility of the merging car to match the speed of the existing traffic in order to merge.
